During 2015 Sweden experienced a larger inflow of migrants then ever seen before. This led the Swedish government to enact policies designed to stem the inflow of migrants and bring down the costs of those whom already had arrived. The eight legal changes concerning newly arrived migrants from 2015 till 2020 are analyzed through Carrol Bacchis “What´s the problem represented to be?” approach, a form of discourse analyze and theory. The aim is to see what representation of the problem that the propositions give and whom or what is seen as responsible for the problem and the solution. The results show that the legal changes all problematize migration, this problematization is then further diversified in each of the eight separate legal proposals.sv
