dc.description.abstractDuring the Covid-19 pandemic, Sweden realized that our elderly care was badly affected during the crisis. This thesis will look into how the government can use the instrument of state funded subsidies towards municipalities to increase elderly care resources through budget steering during a dynamic crisis like Covid-19. We have studied the budget management in 13 municipalities, to see if they have used the contribution from the government in full and how it has been performed. The conclusion is that we have seen many good initiatives but there are several uncertainties why the municipalities can’t perform fully and as such identify several improvements on how to handle crises in the future.sv
