Abstract
This study analyses how the compensation model within the employment service Rusta och
matcha 2 affects the possibilities and chances of obtaining a sustainable employment for job
seekers. The study also aims to explain how governance and economic incentives influence
the matching process for job seekers and to identify possible areas for improvement within
Rusta och Matcha 2. Furthermore, the study investigates to what extent the theoretical aspects
of New Public Management (NPM) and post-New Public Management (post-NPM) are
connected to Rusta och matcha 2.
The study was conducted as a literature review based on previous research, and scientific
articles. The literature study was based on both Swedish and international research about
labour compensation systems. The analysis was then performed through qualitative content
analysis where aspects of importance and recurring patterns were identified.
The results show that Rusta och matcha 2 is characterised by results, competition and
performance-based compensation, which can clearly be connected to NPM. However, the
study shows that the economic incentives and the ‘focus only on results' approach do not
automatically lead to sustainable and long-term employment. Several studies indicate that the
programme could contribute to short term labour while the effects on long-term employment
remain limited. Additionally, the results also show that support of the individuals, education,
employer contribution and continued support after employment is a key aspect for long-term
sustainable employment.
The study concludes that there is a need for a balance between short-term results and
long-term support to improve chances of sustainable employment.
