Abstract

This bachelor thesis explores the implementation of the European Union’s new Packaging and Packaging Waste Regulation, with a specific focus on how responsibility for reporting transport packaging is interpreted and managed within a Swedish context. Using Mölnlycke Health Care, a global medical technology company, as a case study, the research analyzes how the company and its partners perceive and adapt to the new regulation. The PPWR, which took effect in February 2025, replaces previous EU directives with binding legislation aimed at reducing packaging waste, promoting a circular economy, and harmonizing packaging rules across member states. A major challenge highlighted by the study is the ambiguity surrounding the new definition of “producer,” particularly in complex supply chains where manufacturers, distributors, and brand owners may all be involved. Through qualitative interviews with stakeholders from industry, logistics, and regulatory bodies, the study reveals significant uncertainty about reporting responsibilities and legal obligations, especially concerning transport packaging such as plastic wrap, protective materials, and pallets. While Sweden’s Environmental Protection Agency (Naturvårdsverket) plays a central role in oversight and guidance, the findings suggest a need for clearer definitions and more coordinated implementation across the EU. The thesis contributes valuable insights into the challenges businesses face when adapting to new environmental legislation. It underscores the importance of transparent guidance, effective cross-sector collaboration, and proactive communication to ensure compliance and support sustainable logistics practices.
