UTVECKLAS UTVECKLING? En begreppshistorisk studie om utvecklingsbegreppet i Göteborgs stadsplanering 1993-2022

Abstract

The purpose of this essay is to investigate changes in the development concept in the urban planning of the city of Gothenburg between 1993 and 2022. By comparing and analyzing four different comprehensive plans through the lens of conceptual history, changes in the development concept can be revealed. German conceptual historical theory together with a theoretical and conceptual framework around development discourses, glocalization and Agenda 2030 form the basis for the analysis and help to explain the changes in the development concept that take place over the period. The analysis shows that the concept of development in the specific context of urban planning in Gothenburg is influenced in many ways by the general global development discourse. Since the beginning of the 1990s, the concept of development in the urban planning of Gothenburg has gone from being a relatively narrow concept based on the neoliberal ideas that influenced the political landscape of the era to being a broader concept with a focus on global solutions to global problems.
