HÖG LÖN OCH MINDRE KORRUPT? En kvantitativ studie om offentliga löner och korruption
Abstract
Previous research has examined the relationship between public sector pay and corruption. There are many theories that suggest there should be a relationship between the two. That is corruption should decrease when pay increases. However, the empirical research has so far been inconclusive, with the results seeming to depend on the study design. Papers using cross country data tend to find significant results, whereas longitudinal case studies examining one region or country rarely find any significant relationship. This thesis examines the relationship between public sector pay and degree of corruption in the EU. I use regions as the unit of analysis and examine the relationship with a country fixed effects model. The results indicate that although there is an initial strong correlation both on a country and region level, there is no significant relationship between public sector pay and corruption when controlling for country differences and several control variables. I explore the implications this may have on the previous research, and what the result may say about the theories which suggest that increased public pay should decrease corruption.
