”HÅLLBAR MIGRATION”? En kritisk diskursanalys av Europeiska unionens reglering av asylansvar
Abstract
This bachelor’s thesis aims to examine how the ‘New Pact on Migration and Asylum’ construct
the discourse on ‘sustainable migration’ and ‘efficiency’ in the European Union. The new
jurisprudence concerning migration and asylum in the European Union seeks to establish a
more ‘fair, efficient and sustainable migration and asylum system’. To analyze the discourses,
a critical discourse analysis is applied to the former asylum regulation, Dublin regulation III, a
revised and withdrawn proposal, Dublin regulation IV, and future legislation. To capture
potential future legislation an outcome of proceeding is used from the General Secretariat of
the Council from June 2023. The analysis is inspired by Norman Fairclough’s critical discourse
analysis, encompassing the stages of text and discourse practice. The analysis emphasizes that
there is a high level of manifest intertextuality within the material: there is only minor
disparities between the texts, as consistent with previous research. The discourse around
‘sustainable migration’ and ‘efficiency’ in the material connects to a solidarity discourse. This
dominant discourse refers mainly to the distribution of responsibilities between member states,
not necessarily between member states and individual asylum-seekers.
