Abstract: Sveriges kommuner och landsting står inför ett massivt förändringsarbete, visionen är att Sverige år 2025 skall utnyttja välfärdsteknologin fullt ut och att Sverige återigen skall bli världsledande på att ta tillvara på de möjligheter som e-hälsa och digitaliseringen erbjuder. Description: Sweden's municipalities and the county councils are facing a massive workload that is connected to change; the vision is that Sweden will in 2025 fully utilize the digital technology. The aim is to become the world leader in using and taking the advantage of digitalization that can be offer in e-health and administration. This work of change will have a profound effect on how the municipal administrations utilize digital technology. The idea is that digitization, including the introduction of welfare technology, will facilitate the employees and increase citizens' independence, more equal health, and create greater influence and participation in a democratic social life. We have done a qualitative study to get an understanding of the barriers that may be delaying the introduction of digital welfare technology in a medium-sized municipality in western Sweden. The results show that the administration must manage and continue with the three overall challenges: complexity, consensus and resources. As a result of the challenges identified, management has to create an overall vision for management and its operations in order to create manageable partialities, goals and sub-goals. Management must promote communication within and between activities, thus creating greater scope for utilizing and developing internal knowledge and creating consensus within the administration. Clear visions and increased knowledge along with decentralized mandates to the businesses can help them handle future challenges. This study has created a framework that contributes to analyzing complex changes and to a deeper understanding of the challenges that change work in many of Sweden's municipalities and county councils need to handle when digitizing their operations.
