dc.description.abstractThis study aims to examine the challenges that arises when current day digital solutions encounter established municipal structures. We argue the importance of understanding the impact digitalization put on Swedish municipalities when it comes to change and development throughout the organization. The effects of these changes are studied through qualitative interviews with employees that represents different hierarchical levels of three municipal organizations. By using cultural-theoretical perspective on change and the three analytical areas of subculture, culture management and change management the study showcases the varying degrees of openness to new working methods as a consequence of digital development. This receptivity can be traced to the understanding of organizational culture within the municipalities, which is also differentiated in our study. There is a recognition that understanding of how much you can influence a change and how much the culture forces you to "follow along" is of the utmost importance in maintaining a workplace where the existing organizational cultures largely feel satisfied.sv
