"We're not built to take in video" Challenges in using video in emergency response
Abstract
THE CONSTANT IMPROVAL AND REFINEMENT OF THE MOBILE TECHNOLOGY HAVE MADE IT POSSIBLE
to use video in settings where such use couldn't be motivated before, due to economical
and practical reasons. The purpose of the study was to identify and explore possible
challenges in interorganizational use of video during emergency response work. This
was done by a case study of a system designed for the use of video in such situations.
The study focused on operational challenges for the fire and rescue services and the
healthcare organisations, where the main challenges identified were intended to be
analysed and discussed in terms of design. The empirical results were gathered through
qualitative interviews with representatives from the fire and rescue services and the
healthcare organisations in Göteborg. This material made it clear that contextual aspects
of emergency response work lead to a couple of challenges connected to the use of video
in such situations. The challenges derived from contextual aspects of emergency
response work has also been pointed out in research related to this study. The main
aspect, found in this study, was the occurrence of sensitive information, which lead to
challenges in using video. Among these challenges the need for a review of videos,
before sharing them with other organizations, was found being important to focus on
and design for. The need for such review becomes a challenge because of the scarcity of
resources availible for the activity. The study concludes that systems for using video in
emergency response work should be designed to facilitate a collaborativ review activity.
This would make the activity more manageable by allowing an effective use of the scarce
resources available for the activity. A collaborative review activity could also support a
collective responsibility for the review, by allowing all users of the system to participate.
